The policy foundation for artificial intelligence adoption in Jammu and Kashmir was established in 2023, when the administration introduced the Jammu & Kashmir Artificial Intelligence Framework. The framework outlines a strategic vision for AI adoption across governance, public services, research, data governance, skill development, and ethical deployment of artificial intelligence technologies within the Union Territory.

During the same year, efforts were initiated to establish a Centre of Excellence in Artificial Intelligence, GIS, and e-Governance at Indian Institute of Technology Jammu. The initiative aims to strengthen institutional research capacity, support emerging technology innovation, and promote AI-driven governance solutions in collaboration with government agencies.

Awareness and capacity-building initiatives were also launched in 2023 through a pilot project on artificial intelligence and cybersecurity awareness for NCC cadets under the Jammu & Kashmir and Ladakh Directorate. The programme introduced young learners to emerging technologies and digital-security concepts through structured training modules.

The year 2024 marked a wider implementation of AI-enabled governance and security systems. Jammu and Kashmir Police deployed AI-based facial recognition systems along the Jammu–Srinagar highway and at major checkpoints to support intelligent policing, surveillance, and threat identification.

During the same period, the Intelligent Traffic Management System (ITMS) was introduced under the Srinagar Smart City Limited project. The system uses AI-powered cameras, smart traffic signals, automated enforcement mechanisms, and real-time analytics to improve traffic management, congestion control, and road safety in Srinagar.

Urban governance systems were also strengthened through the e-PARIWARTAN platform, which combines artificial intelligence with GIS-based mapping technologies to support predictive planning and management of urban services such as water supply, transportation, and waste management.

In 2025, the government further expanded AI integration within administrative systems through the introduction of an AI-powered facial attendance management system for government offices. The system incorporates facial recognition, mobile access, and geo-fencing technologies to improve attendance monitoring, accountability, and administrative transparency.

Overall, the initiatives introduced between 2023 and 2025 demonstrate Jammu and Kashmir’s gradual adoption of artificial intelligence within governance systems, urban infrastructure management, public administration, and security operations.
