Across recent policy and governance initiatives, Uttarakhand has gradually incorporated artificial intelligence into sectors such as digital governance, environmental management, municipal administration, research infrastructure, and higher education. Through a combination of AI-enabled governance systems, forest-management technologies, research collaborations, and digital skill-development programmes, the state has increasingly adopted technology-driven approaches within public administration and innovation ecosystems.

One of the earlier AI-enabled governance initiatives in the state emerged in 2023, when the Raj Bhawan Secretariat introduced AI-powered governance automation systems. These initiatives included workflow automation, digital portal modernisation, and facial-recognition technologies for gate-pass management and administrative monitoring.

The use of artificial intelligence expanded further in 2024 within environmental and forest-management systems. The Uttarakhand Forest Department began using AI-driven analytics and digital tools to prepare forest working plans and improve forest-resource management through data-based decision-making.

During the same year, Uttarakhand also introduced an AI-powered forest-fire prediction and early-warning system that uses satellite imagery, predictive modelling, and AI analytics to identify high-risk forest zones and strengthen disaster preparedness.

The year 2025 marked a broader expansion of AI initiatives in the state. In the field of research and innovation, Graphic Era University established an Artificial Intelligence and High-Performance Computing (HPC) Centre equipped with advanced GPU infrastructure to support AI research in healthcare, environmental studies, and smart-city technologies.

Skill development and digital education also received significant attention in 2025 through agreements signed between the Government of Uttarakhand, NASSCOM, Wadhwani Foundation, and Tata Trusts. These initiatives aim to introduce AI and data science courses in higher education institutions while training approximately 1.5 lakh students in digital and emerging technologies.

Artificial intelligence has additionally been integrated into municipal governance. In 2025, the municipal corporation launched “Nigam Sarathi,” an AI-based chatbot designed to improve access to municipal services and strengthen citizen engagement in Dehradun.

Digital governance infrastructure was further strengthened under the “Hill to Hi-Tech” initiative announced in 2025, which includes expansion of ICT-enabled public services and the establishment of a next-generation data centre to support AI-enabled applications and digital governance systems across the state.

Overall, the initiatives introduced between 2023 and 2025 demonstrate Uttarakhand’s growing use of artificial intelligence within governance systems, environmental monitoring, research infrastructure, citizen services, and digital skill development.
