Arunachal Pradesh has begun exploring the use of artificial intelligence through a series of technology-driven initiatives aimed at strengthening governance, agriculture, healthcare logistics, and digital capacity within the state. Rather than adopting a single comprehensive AI policy, the state has introduced AI applications through sector-specific programmes and digital governance reforms designed to address administrative challenges in geographically remote regions.

An early use of advanced technologies appeared in 2022, when the state supported pilot projects using drones for livestock vaccine delivery in remote pastoral areas. These initiatives demonstrated how emerging technologies could help overcome geographical barriers and improve access to veterinary services in difficult terrain. During the same period, projects integrating geospatial technologies, satellite imagery, drones, and AI-based analytics for precision agriculture were explored to help monitor crop health and improve agricultural productivity in hill farming systems.

The state’s broader digital governance push gained momentum in 2023, when the government declared the “Year of e-Governance”, launching a range of digital projects aimed at improving service delivery and digitising administrative workflows across departments. Around the same time, plans were announced to expand AI-enabled CCTV and camera analytics systems across towns and key checkpoints, strengthening security monitoring and public safety infrastructure.

In 2024, attention also turned toward building institutional capacity and digital skills. The National e-Governance Division conducted a state capacity-building workshop in Itanagar to train government officials on artificial intelligence, machine learning, and other emerging technologies. During the same year, Rajiv Gandhi University signed a collaboration agreement with NIELIT Itanagar to promote digital literacy, research, and training programmes in areas such as artificial intelligence, the Internet of Things, and related technologies. AI-enabled drone applications for precision agriculture and crop monitoring were also promoted during this period.

The year 2025 marked a more visible expansion of AI-related initiatives across governance and public services. The state government introduced an internal generative AI system to analyse Monthly Development Reports across departments, marking one of the early uses of AI within administrative decision-making processes.

Artificial intelligence has also been introduced in education and social initiatives. In 2025, the government signed memoranda of understanding to introduce AI tools for holistic learning and language preservation, including the development of AI systems to support the preservation and promotion of Bhoti and Hindi languages.

AI technologies have also been integrated into healthcare and digital service platforms. In 2025, a drone port was established at the Tomo Riba Institute of Health and Medical Sciences, enabling drone-based aerial mapping, medical logistics, and telehealth support. During the same year, the government launched the Youth Empowerment Sphere (YES Arunachal), a digital platform designed to help young citizens access government schemes, services, and skill development opportunities.

Overall, the initiatives introduced between 2022 and 2025 indicate that Arunachal Pradesh is gradually incorporating artificial intelligence into governance systems, agriculture, healthcare logistics, and digital service delivery. These developments reflect a pragmatic approach to technology adoption, where AI is being used to address geographic and administrative challenges while strengthening the state’s digital governance ecosystem.
