Assam has gradually introduced artificial intelligence into different sectors of governance and development over the past few years. While the state does not yet have a dedicated AI law or a standalone artificial intelligence policy, several initiatives show that AI is being incorporated into areas such as agriculture, disaster management, education, and public safety. Instead of presenting AI as a large technological strategy, the state has focused on practical applications that respond to specific administrative and regional challenges.
The early phase of AI-related activity in Assam can be traced to 2020, when AI-based systems began to be used for monitoring deforestation and land-use changes. During the same period, the Assam Skill Development Mission also introduced training programmes that incorporated artificial intelligence and related technologies to build digital skills among students and professionals.
By 2021, artificial intelligence began to appear in agricultural initiatives. Projects using drones, sensors, and computer-vision systems were introduced to monitor crop health and provide farmers with data-based insights on soil conditions, pest attacks, and productivity. These initiatives aimed to improve agricultural decision-making and strengthen farm-level planning.
In 2022, the state introduced AI-enabled urban surveillance through the Drishti AI surveillance project in Guwahati. This project created a city-wide network of AI-powered CCTV cameras to support traffic monitoring and public safety. The system helped authorities analyse traffic movement and identify violations using automated monitoring tools.
The use of AI expanded further in 2023. During this period, the state collaborated with technology partners to introduce machine-learning systems for flood forecasting and early warning in districts along the Brahmaputra basin. Given the frequent flooding in Assam, these systems were developed to support disaster preparedness and provide advance alerts to vulnerable communities. In the same year, the government also introduced AI and robotics tinkering laboratories in government schools under the Samagra Shiksha programme, encouraging students to learn coding, robotics, and digital technologies.
By 2024, the focus expanded to strengthening the technology ecosystem in the state. Through the Assam Electronics Development Corporation (AMTRON), infrastructure and programmes supporting artificial intelligence, drone technologies, and other digital tools were promoted as part of the state’s broader digital development initiatives.
In 2025, several new initiatives highlighted a wider application of AI in governance and economic sectors. The state announced plans for an AI-driven and blockchain-supported tea auction system aimed at improving transparency and traceability in the tea trade. During the same year, the Shiksha Setu Axom application, a facial-recognition-based school attendance system, was deployed across thousands of schools and received national recognition for innovation in governance. The government also announced the creation of an AI laboratory to address issues such as deepfakes and to monitor elephant corridors, using AI-enabled camera traps to help reduce human–wildlife conflict.
