In recent years, Haryana has increasingly incorporated artificial intelligence and emerging digital technologies into governance, infrastructure management, public administration, and long-term policy planning. Through a combination of technology-driven governance reforms, institutional initiatives, AI infrastructure projects, and digital service platforms, the state has gradually positioned itself as an emerging hub for AI-enabled governance and innovation.

One of the earlier technology-enabled governance initiatives in Haryana dates back to 2017–18, when the government introduced drone-based aerial surveys and GIS-enabled monitoring systems to detect illegal constructions and encroachments in urban areas. These initiatives strengthened land-use monitoring, urban planning, and digital governance through aerial imaging and mapping technologies.

In 2024, Haryana introduced the Draft Haryana IT & ITeS Policy 2024, which highlighted artificial intelligence, data analytics, cybersecurity, cloud computing, and advanced digital technologies as strategic sectors for economic and technological growth. The policy also proposed the creation of Centres of Excellence in emerging technologies to support AI research, innovation, training, and industry collaboration.

During the same year, the state announced plans to establish a Global Artificial Intelligence Centre (GAIC) in Gurugram with support from the World Bank. The proposed institution aims to strengthen AI research, advanced computing infrastructure, startup development, and technology-led innovation ecosystems within Haryana.

The year 2025 marked a major expansion of AI initiatives across the state. Haryana approved the Haryana Artificial Intelligence Development Project (HAIDP), a large-scale ₹474 crore initiative focused on AI infrastructure, skill development, high-performance computing facilities, and AI-driven governance systems. The programme includes the establishment of the Global Artificial Intelligence Centre in Gurugram and the Haryana Advanced Computing Facility in Panchkula.

Several AI-enabled governance platforms were also launched during 2025. The “Mhari Sadak” mobile application was introduced to allow citizens to report road-related issues directly to government authorities, improving infrastructure monitoring and transparency. Around the same time, the AI-powered chatbot “Sarathi” was launched to help citizens access government documents, schemes, and public information services more efficiently.

Institutional reforms were also introduced through the establishment of the Department of Future, a specialised government department focused on frontier technologies such as artificial intelligence, robotics, machine learning, and advanced computing. Additionally, Haryana announced plans to create AI innovation hubs in Gurugram and Panchkula aimed at supporting startups, AI research, and digital skill development for thousands of young professionals.

Overall, Haryana’s approach to artificial intelligence reflects a combination of governance modernisation, digital infrastructure development, AI-focused institutional planning, and technology-driven economic transformation.
