In 2023, Jharkhand approved a new Startup Policy aimed at supporting the growth of at least 1,000 startups over a five-year period. It also introduced support systems such as incubation infrastructure, funding mechanisms, and startup assistance programmes for technology-driven enterprises.

The year 2025 marked a more visible expansion of AI-focused governance and policy initiatives. The state announced plans to introduce a dedicated Artificial Intelligence Policy through the Higher and Technical Education Department, aimed at strengthening AI research, digital skills, institutional capacity, and emerging technology development within Jharkhand.

During the same period, the Industries Department launched the Jharkhand Industrial Policy Lab, which includes AI-powered dashboards and technology-enabled policy projects designed to support data-driven industrial governance, MSME development, and innovation planning.

Artificial intelligence has also been explored within local governance systems. In 2025, the Panchayati Raj Department considered deploying AI-based platforms to improve monitoring systems, data analytics, administrative review mechanisms, and transparency across rural governance institutions.

Overall, Jharkhand’s approach to artificial intelligence reflects an emerging strategy focused on policy planning, startup ecosystem development, digital governance experimentation, and institutional support for innovation and deep-technology sectors.
