Meghalaya has approached artificial intelligence through a development-oriented and governance-led digital transformation rather than through a dedicated AI mission or standalone AI legislation. The state’s adoption of AI has been shaped by developmental priorities, difficult terrain, and the need to improve service delivery and monitoring in remote and rural areas.

Meghalaya’s AI journey is closely linked to its broader digital governance and outcome-based administration reforms. In recent years, the state has focused on strengthening digital public infrastructure, digitising welfare delivery, and building data-driven monitoring systems. These initiatives created the groundwork necessary for analytics-driven and AI-assisted governance.

Between 2021 and 2023, the emphasis remained on digitisation and data integration across departments. Online service-delivery systems, beneficiary databases, and monitoring dashboards were introduced to improve administrative efficiency and transparency. While these initiatives were not directly labelled as AI projects, they established the digital foundation required for AI adoption.

From 2023 onwards, AI-enabled tools began appearing more clearly in sectors such as education, healthcare, agriculture, and public administration. The state primarily used AI and data analytics to improve efficiency, transparency, and targeted delivery of schemes rather than for large-scale industrial or commercial AI deployment.

By 2024–25, Meghalaya’s AI approach had evolved into a governance-focused and outcomes-oriented model. The state increasingly relied on AI-supported analytics, automation, and monitoring systems where they directly strengthened governance capacity and developmental outcomes.

Overall, Meghalaya’s experience reflects a cautious but purposeful approach to artificial intelligence. While the state does not yet have a dedicated AI policy, its focus on data-driven governance, digital inclusion, and service-delivery reforms provides a strong foundation for future AI expansion and responsible adoption.
