Mizoram has approached artificial intelligence through a governance-led process of digital transformation rather than through a standalone AI mission or dedicated AI legislation. The state’s AI adoption has largely been shaped by its hilly terrain, dispersed population, and the need to improve administrative efficiency and service delivery in remote regions.

Mizoram’s AI journey is closely linked to its broader e-governance and digital inclusion initiatives. Over recent years, the state has prioritised digitising core government functions such as citizen services, health systems, land records, and welfare delivery. These efforts created structured digital datasets that now support analytics-driven and AI-assisted governance.

Between 2021 and 2023, the focus remained on strengthening digital public infrastructure through online portals, paperless offices, and integrated service platforms. While these initiatives were not explicitly labelled as AI projects, they enabled the use of automation and data analytics in governance workflows.

From 2023 onwards, AI-enabled and analytics-supported tools began appearing in sectors such as healthcare, education, agriculture, and disaster management. These initiatives were largely practical and governance-oriented, aimed at improving monitoring, outreach, and administrative efficiency.

By 2024–25, Mizoram’s approach could be characterised as selective and preparedness-focused. The state increasingly relied on AI-assisted analytics, dashboards, and automation tools to strengthen governance systems and public service delivery.

Overall, Mizoram reflects a cautious but purposeful model of AI adoption, where emerging technologies are integrated gradually into governance systems to improve accessibility, efficiency, and inclusivity.
