Telangana is widely recognised as one of India’s earliest, most advanced, and policy-driven adopters of Artificial Intelligence (AI) and emerging technologies at the state level. Unlike many states that initially focused only on digitisation and e-governance, Telangana adopted a comprehensive ecosystem-oriented strategy toward AI, positioning itself as a national hub for innovation, deep-tech development, data-driven governance, and advanced digital transformation.

Telangana was among the first Indian states to formally introduce a dedicated Artificial Intelligence framework, making it a pioneer in state-level AI governance and institutional AI adoption. The state’s AI journey is closely linked to Hyderabad’s emergence as a global information technology and innovation hub, supported by strong startup ecosystems, advanced digital infrastructure, proactive government intervention, and extensive collaboration with academia, industry, and international technology institutions.

The state’s AI strategy has focused not only on governance modernisation but also on building a sustainable AI innovation ecosystem that supports research, startups, skilling, industrial growth, and public-sector transformation. Telangana’s approach combines policy support, institutional development, and large-scale implementation of AI-enabled systems across governance sectors.

Phase I – Digital Governance & Early Innovation (2016–2019)

During the initial phase of digital transformation, Telangana concentrated on building robust governance infrastructure and integrated public-service systems. Key initiatives included the implementation of TS-iPASS (Telangana State Industrial Project Approval and Self-Certification System), expansion of e-governance services, digitisation of land records, digital citizen-service platforms, and automation of administrative workflows.

These reforms created the structured data environment and digital governance architecture necessary for future AI deployment. The state’s early emphasis on technology-enabled governance, ease of doing business, and administrative efficiency laid a strong foundation for analytics-driven governance and AI-supported public administration.

Phase II – AI Policy & Ecosystem Development (2019–2022)

Between 2019 and 2022, Telangana emerged as India’s leading state in AI governance by becoming the first Indian state to release an exclusive Artificial Intelligence Framework. The policy focused on ethical AI deployment, responsible governance applications, startup ecosystem development, research collaboration, and public-sector AI use cases.

During this phase, Telangana launched the Telangana AI Mission (T-AIM), a dedicated institutional initiative aimed at promoting AI research, innovation, skilling, startup incubation, and AI adoption across government departments. The state also encouraged sandbox environments, innovation hubs, academic partnerships, and industry collaboration to accelerate AI experimentation and deployment.

AI adoption during this period expanded into sectors such as healthcare, agriculture, urban governance, education, and public administration. The state increasingly positioned itself as a national centre for AI innovation and deep-tech entrepreneurship.

Phase III – AI at Scale in Governance & Industry (2022–Present)

From 2022 onward, Telangana accelerated the large-scale integration of AI into governance, public services, industrial ecosystems, and smart infrastructure. AI-enabled systems became embedded across healthcare diagnostics, agriculture advisory platforms, irrigation management systems, urban governance operations, law enforcement, surveillance networks, education monitoring, and workforce development programs.

The Telangana Police adopted AI-powered facial recognition systems, predictive policing technologies, and advanced video analytics under Safe City initiatives and SHE Teams programs to improve public safety and law enforcement efficiency. Simultaneously, smart city projects integrated AI-driven traffic management systems, surveillance infrastructure, and command-and-control centres in Hyderabad and other urban areas.

The state also expanded support for AI startups and innovation through initiatives such as T-Hub and WE-Hub, strengthening incubation ecosystems, funding opportunities, industry partnerships, and research collaboration frameworks.

Today, Telangana’s AI adoption model represents one of the most advanced and institutionalised examples of state-level AI governance in India. Through policy leadership, ecosystem development, startup support, governance modernisation, and responsible AI deployment, Telangana has successfully positioned itself as a leading AI and emerging technology destination in India.
