Recent policy initiatives in Uttar Pradesh demonstrate a growing focus on artificial intelligence, deep-technology development, digital infrastructure, and innovation-led economic growth. Through investments in AI ecosystems, startup support, skill-development programmes, and technology-enabled governance systems, the state has increasingly integrated artificial intelligence into sectors such as agriculture, public administration, welfare delivery, road safety, and entrepreneurship.

One of the early strategic planning efforts emerged in 2024, when the state government introduced a roadmap to develop multiple cities as AI and IT hubs. The initiative identified land availability, digital infrastructure requirements, and industry partnerships needed to strengthen Uttar Pradesh’s emerging technology ecosystem.

The year 2025 marked a major expansion of AI-related initiatives in the state. Uttar Pradesh announced plans to develop India’s first “AI City” in Lucknow through an investment proposal exceeding ₹10,000 crore. The project aims to establish AI-enabled data centres, deep-technology research hubs, advanced computing infrastructure, and industry-academia partnerships to accelerate innovation and digital economic development.

During the same year, the state strengthened its startup and innovation ecosystem through the establishment of the Artificial Intelligence and Innovation-Driven Entrepreneurship (AIIDE) Centre of Excellence in Noida under the “Start in UP” initiative, in collaboration with Indian Institute of Technology Kanpur. The centre focuses on AI entrepreneurship, startup incubation, research, and emerging technology innovation.

Artificial intelligence has also been integrated into agriculture and rural development through the World Bank-supported UP-AGREES project. The programme uses AI, big data analytics, and digital technologies to improve agricultural productivity, strengthen rural enterprise ecosystems, and enhance value-chain integration for farmers across the state.

Skill development has become another major focus area. In 2025, the government launched AI-PRAGYA, a large-scale digital-skilling initiative designed to train more than one million citizens in artificial intelligence, machine learning, data analytics, and cybersecurity to support workforce readiness for technology-driven industries.

The state has additionally introduced AI-enabled governance and public safety systems. Uttar Pradesh approved India’s first AI-powered road safety pilot project using AI and big data analytics to identify accident-prone zones, predict traffic risks, and improve road safety enforcement.

Artificial intelligence has also been introduced into welfare administration. In 2025, the Social Welfare Department announced the deployment of AI-based systems to monitor and manage pension schemes, scholarships, and social benefit programmes with the objective of improving transparency, reducing delays, and strengthening public-service delivery.

Overall, Uttar Pradesh’s approach to artificial intelligence reflects a broad strategy focused on infrastructure development, digital governance, startup innovation, skill development, and AI-enabled economic transformation.
